This means that even if a user reaches the 2,000 <em>external</em> recipient limit, they can still send to up to 8,000 <em>internal</em> recipients within the same 24-hour window. Conversely, if no external recipients are contacted, a user can send to up to 10,000 <em>internal</em> recipients.</p></div>

The limit increases with the number of licenses, although at a decreasing rate per license.</p></div>

				<div class="et_pb_text_inner">It is crucial to note that <em>emails sent from shared mailboxes, mail-enabled groups, and room mailboxes are also counted towards the TERRL</em>. Administrators can monitor their tenant&#8217;s TERRL and its usage via the &#8220;Tenant Outbound External Recipients&#8221; report located in the EAC (Exchange Admin Center) under Reports &gt; Mail flow. This report displays the current external recipient volume, the tenant&#8217;s daily quota, the utilized portion, and any blocked recipients. The PowerShell cmdlet &#8216;Get&#x2011;LimitsEnforcementStatus&#8217; can also be used to retrieve TERRL information, including the tenant&#8217;s verdict (block or none), enforcement status (enabled or disabled), the threshold (quota), and the observed value (external recipients sent in the last 24 hours). If the TERRL is exceeded, subsequent messages to external recipients will be blocked, and senders will receive a Non-Delivery Receipt (NDR) with the error code 550 5.7.233 for non-trial tenants.</div>
